Abstract
This article analyzes the thought of Phra Phromkhunaphorn (P. A. Payutto) on the relationship between Buddhism and modern state - politics and looks at the ethical approach to political thought of Buddhadasa Bhikkhu, from the perspective of the concept of "freedom of religion." This concept, which we find in liberalism, is the principle framework employed to analyze these issues, with a view to understanding the problems of the relationship belween Buddhism and modern state - politics. The results of the analysis can be summarized as follows: we find that in regard to Phra Phromkhunaphorn's thought on the relationship between Buddhism and modern state - politics, he rejects the separation of religion and state proposed in the "freedom of religion" framework of liberalism. Rather, he proposes that the modern state carry out duties toward religion much as the older state entities did. That is, the state should carry out the duties of supporting, protecting, and promoting Buddhist morality as a way of developing the quality of life of the people. As for the ethical approach to political thought of Buddhadasa Bhikkhu, there we see that he rejects liberal democracy, and proposes a regime of governance which could be called "dictatorship by Dhamma," or "dictatorship by good people," for the benefit and happiness of society as a whole. The imporlant point that this arlicle tries to make clear is that the intellectual influence of these two Buddhist thinkers plays a role in suppofting the conservation--or the organization-of the system of relationships between Buddhism and modern state - politics as well as the creation of an ethically focused political discourse that are significant obstacles to the growth of democracy.
