dc.description.abstractบทความนี้ นำเสนอเรื่องการแสวงหาบทบาทใหม่ของกองทัพไทยภายหลังจากภารกิจหลักของกองทัพในการทำสงครามต่อต้านพรรคคอมมิวนิสต์แห่งประเทศไทย (พคท.) ได้สิ้นสุดลงในช่วงต้นทศวรรษ 2530 โดยหนึ่งในบทบาทใหม่ของกองทัพก็คือการอนุรักษ์ป่ าไม้ซึ่งเป็นหนึ่งในหัวข้อเกี่ยวกับความมั่นคงใหม่ของรัฐที่มิได้เกี่ยวข้องกับเรื่องการทหาร อย่างไรก็ตาม บทบาทการอนุรักษ์ป่ าไม้ซึ่งเป็นบทบาทใหม่ของกองทัพกลับสร้างปัญหาความขัดแย้งระหว่างกองทัพกับราษฎรที่อาศัยอยู่ในป่ า บทความนี้ ยกตัวอย่างกรณีโครงการจัดสรรที่ดินทำกินแก่ผู้ยากไร้ในพื้นที่ป่ าสงวนเสื่อมโทรม (คจก.) ของกองทัพไทยเมื่อ พ.ศ. 2534 โครงการ คจก. ถือเป็นโครงการแรกๆ ที่กองทัพจะทำการอพยพราษฎรออกจากป่ าสงวนให้ไปอาศัยในพื้นที่ภายนอกโดยให้เหตุผลว่าเป็นการรักษาความมั่นคงของรัฐในด้านสิ่งแวดล้อม ทั้งที่ในหลายพื้นที่ของป่าสงวนก็เคยเป็นพื้นที่ที่ถูกจัดสรรให้แก่ราษฎรโดยกองทัพเพื่อจูงใจราษฎรมิให้เข้าร่วมกับฝ่ าย พคท. มาก่อน ตัวอย่าง ป่าสงวนแห่งชาติดงใหญ่ในจังหวัดบุรีรัมย์
dc.description.abstractThis article analyzes the Thai military’s pursuit of new role after its main mission of warfare against the Thai ommunist Party (CPT) was complete in the early 990s. One new role for the Thai military was in forest conservation, a topic involved with non-traditional security. However, forest conservation role, which is new role for the Thai military, caused conflict between military and dweller in forest. This article is a case of the Thai military’s the Land Resettlement Program for Impoverished Residents of Degraded Forest Reserves (Khor Jor Kor) in 1991. The Khor Jor Kor project is the first project which military evacuated dwellers from protected forest areas, moving them to external living spaces area for environmental security, although many areas of protected forest land had previously been allocated to the same residents by the military to persuade them not to collaborate with the CPT, as had also occurred in Dong Yai National Reserved Forest in Buriram Province.en
