| dc.description.abstract | บทความนี้ศึกษาความพยายามของสหภาพยุโรป (European Union) ในการจัดตั้งระบบความมั่นคงร่วม (collective security) ที่มีประสิทธิภาพสําหรับยุโรปในยุคหลังสงครามเย็น (Cold War) โดยบูรณาการองค์การสหภาพยุโรปตะวันตก (Western European Union) ซึ่งเป็นองค์การทางทหารของ 7 ประเทศในยุโรปตะวันตกที่จัดตั้งขึ้นตั้งแต่ ค.ศ. 1955 เข้ากับสหภาพยุโรปเพื่อให้เป็นองค์ประกอบในด้านการป้องกันของนโยบายร่วมด้านการต่างประเทศและความมั่นคง (Common Foreign and Security Policy - CFSP) ของสนธิสัญญามาสตริกต์ (Treaty of Maastricht) แม้ว่าชาติสมาชิกขององค์การทั้งสองจะเห็นพ้องกันในเรื่องการควบรวมมาโดยตลอดก็ตามแต่กระบวนการรวมองค์การทั้งสองซึ่งเริ่มตั้งแต่เดือนธันวาคม ค.ศ. 1990 ก็ใช้เวลานานและมีปัญหาขัดแย้ง เนื่องจากการบูรณาการที่เกี่ยวข้องกับปัจจัยที่ซับซ้อนหลายประการ อาทิ ความสัมพันธ์ระหว่างยุโรปกับสหรัฐอเมริกา ความขัดแย้งในเรื่องผลประโยชน์ของชาติและนโยบายต่างประเทศของชาติสมาชิกขององค์การทั้งสองโดยเฉพาะของมหาอํานาจหลัก ได้แก่ อังกฤษ ฝรั่งเศสและเยอรมนีและสิ่งที่เรียกว่า “ปัญหาเยอรมนี” อย่างไรก็ดี ภายหลังการเจรจา การประนีประนอมและ การจัดทําสนธิสัญญาฉบับต่าง ๆ ถึง 4 ฉบับในช่วงเวลาราว 2 ทศวรรษการรวมองค์การทั้งสองเข้าด้วยกันก็เสร็จสมบูรณ์เมื่อสหภาพยุโรปตะวันตกปิดตัวลงอย่างเป็นทางการในเดือนมิถุนายน ค.ศ. 2011 | |
| dc.description.abstract | This article examines the attempt of the European Union to integrate the Western European Union, a military organization of seven European nations established in 1955, as a defense component of the Common Foreign and Security Policy of the Treaty of Maastricht. The main objectives of the integration were to establish an effective collective security system for Europe after the end of the Cold War, and possibly to reduce its dependence on the United States.
